Scott signed the bill, which is likely to draw a constitutional challenge, after normal working hours Monday night.
The GOP governor has backed both drug testing for public workers and drug testing for welfare applicants. The initiatives could force hundreds of thousands of Floridians to submit to drug tests or risk losing their public jobs or benefits.
The American Civil Liberties Union fought back against the welfare drug testing law,filing a lawsuit on behalf of a Navy veteran who was denied assistance to help care for his 4-year-old son because he refused to take a drug test. That law was temporarily blocked by a federal judge in October.
Both drug testing efforts have faced scrutiny despite Scott's support. Scott was evenasked to pee in a cup so he could "prove to Florida taxpayers you're not on drugs" by a correspondent from Comedy Central's "The Daily Show."
